The System Engineering Method for Economic evaluation of construction Project in Petroleum Industry

This paper discusses the contents and characteristics of economic evaluation, indicator system and new requirement of construction project in petroleum industry with the system engineering method under new taxation system. We combined current financial evoluation with the construction project evaluation, and consider that the latter is trend analysis of the former in possible space. Therefore the evaluation method and selection of parameters have been improved. And consider that economic evaluation is not only as a technology, but also as an art. So an evaluator should be famileares on those elastic space that can be used in the practice to realige the hope of consignor within the law permited limits.
