Abstract: This paper analyzes the main causes that lead to workers being laid off discusses the factors that hinder reernployment such as low level of competence of the laid -off workers and near- sightedness in decision- making and finally presents some solutions including reinforcing the guidance of policies, perfecting labour market, strengthening education and training and exploiting overseas market.
