Abuses and Countermeasures to the Leadership System of Onshore Petroleum Enterprise

摘要: 针对我国陆上石油企业现有领导体制存在的弊端，分析了产生弊端的原因是缺乏对厂长、经理权力的有效监控，提出了完善陆上石油企业领导体制的对策：一是完善厂长负责制，加强对厂长、经理权力的监控；二是引入公司制组织机构和权力监控机构；三是选拔、任用高素质的人到领导岗位上来，真正形成能者上、平者让，庸者下的用人机制．

Abstract: To counter the abuses in existing leadership system of onshore petroleum enterprises in our country, this paper analyzes the reasons for these abuses is lack of effective supervision to director's power, and points out the countermeasures to perfect the leadership system of onshore petroleum enterprises.
