Abstract: According to comparision and analysis between the assets operation responsibility system and the contracting operation responsibility system, the paper expounds that the former rneets the requirements of connotation expanded reproduction and intensive farming, and is a qualitative leap in management. It can effectively overcome the shortcomings in thelatter and provide more developing and innovating room for enterprise. Some suggcstions for solving the problems in the former is also given in the paper.
