石油企业推行资产经营责任制的难点与对策

Difficulties to Pursue Contract System of Asset Management Responsibility and Their Solutions

摘要: 建立符合中国国情的现代石油企业制度是社会主义市场经济的客观要求，也是石油企业实现经营机制转变的内在要求．本文结合石油企业的实际情况，分析了石油企业在推行资产经营责任制的过程中遇到的油气储量价值评估、经营者激励约束机制的改革与完善、企业内部资源的配置机制以及资产经营考核体系等难点，并逐一进行了解剖，提出了突破这些难点的对策：一是合理评估油气资产价值；二是构建多元监督机制；三是建立企业资源的市场配置机制；四是建立科学的资产经营考核指标体系。

Abstract: Many difficulties have been encountered during carrying out contract system of asset management responsibility in pctroleum enterprises.They include oil and gas reserve value analysis,perfection of manager inspiring and restraining mechanism, disposition mechanism of intcrnal sources of enterprises,and check -up system of asset management.Solutions to these difficulties are given in this paper,which are reasonably analyzing the value of oil and gas reserve,spetting up multisupervision mechanism,setting up market disposition mechanism of enterprise resources, and setting up scientific asset management check - up system.
